THE FIFE ENVIRONMENT TRUST

‘Fife Environment & Communities Fund’

About the Trust

The Fife Environment Trust (FET) was formed in 1997 as an independent non-profit making company to distribute landfill tax funds under the 1996 Landfill Tax Act which was the first ‘green tax’ introduced in the UK.

The Trusts main role under these regulations is to provide a mechanism whereby locally generated landfill tax monies can be made available to fund a wide variety of environmental and community projects meeting the overall objectives of the Landfill Communities Fund (LCF), formerly called the Landfill Tax Credit Scheme.

This is a voluntary scheme, whereby funding is raised via a tax put on every tonne of waste collected. The tax is designed to reduce the amount of waste sent to landfill each year and the regulations currently allow landfill site operators to direct up to 6.6% of total tax collected towards approved projects within 10 miles of a landfill site.

Applicants can either apply direct to a Landfill Operator or to a distributing Environmental Body such as Fife Environment Trust which has been set up to distribute LCF contributions transferred via landfill tax operators Fife Council and Scottish Power. It should be noted that all distributors and receivers of LCF funding are regulated by ENTRUST on behalf of HM Revenue and Customs.

Fife Environment Trust is managed by an independent Board of Directors which includes Fife Council and Scottish Power as the main contributors to the fund, with key representatives from;

Current update

As we enter our 10th year of operation, we are delighted to announce that the since the scheme began, the Trust has committed over £4.94 million in LCF funding to 286 projects throughout Fife, drawing in over £27.1 million in partnership funding.

During the year our grant making policies were reviewed and updated to reflect changes made within the LCF. The maximum threshold for larger grants has now been increased to £30,000 and the objectives of the small grants scheme (which offers funding up to £5,000) has been widened to include support for community facilities such as village halls, church halls, sports clubs, activity centres etc.

The Trust also continues as one of the key funding agencies of local community and environmental projects in Fife. As such, the Board recently took a decision to re-name the Trust fund to the ‘Fife Environment & Communities Fund’ to reflect the key areas of funding support.

Priorities

The principles of sustainability and sustainable development are at the centre of the Trust’s funding strategy and the maim aim is to utilise landfill tax revenues in Fife to maximise benefits for Fife’s communities through environmental projects with a specific emphasis on:

§         Improving quality of life for local communities by safeguarding and supporting improvements to the built and natural environment of Fife.

§         Supporting local community led urban and rural regeneration schemes that encompass social inclusion and community capacity building.

Priority is also given to those projects that demonstrate partnership working community involvement and/or an innovativeuse of amenities to enhance, maintain or introduce real community led social, economic or environmental improvements.

It should be noted that all projects must demonstrate wider public access arrangements.
